Whats the risks? saw a vectra i liked but was non hpi clear because it was previosly knicked and had new keys!

If all the paperwork is in order, you're buying it from the address on the V5 and all the details match those held by HPI then there's no risk really, other than the possibility that someone else has a key, but that's the same with all used cars.
Expect to get it a bit cheaper though, due to the 'write off' stigma attached. Also (obviously) check it thoroughly for signs of damage, bodged electrical issues, paint etc.

Other than that though, it all depends what you're after. If you're after a cheap car and aren't too fussed about re-selling the car for normal value, then you can't go far wrong.
Lets face it, theoretically, you've a better chance of picking up a good car, as it was 'in use' at the time off the accident/being stolen. Whereas a 'normal' car for sale could be for sale because there's a problem the owner wants shut of.
